The router needs a host address in the LAN subnet. DHCP assigns clients addresses from a pool in the same subnet. A pool that includes the gateway can cause an address conflict, so this lab rejects it.
Set a DHCP pool with only two addresses and inspect the three clients. The third client cannot receive a lease. Increase the pool and save to see the result change.
